The escalating environmental crises and the growing imperative to achieve the Sustainable Development Goals have placed educational systems under increasing pressure to cultivate environmentally responsible, informed, and committed citizens. Accordingly, the present study aimed to design and validate an environmental education curriculum based on sustainable development indicators and citizenship education for secondary school students within the framework of Fullan's approach. This study was conducted using a qualitative research design based on the research synthesis approach. The research domain comprised literature related to Fullan’s approach to environmental education, from which 42 sources were purposively selected for analysis. To validate the proposed curriculum, 10 experts in the fields of curriculum planning and environmental education from Isfahan, Iran, were purposively recruited to evaluate the program. The results showed that this program was designed with the general goal of creating a global perspective on the issue of the environment and sustainable development and the specific goals of teaching environmental literacy, creating ethical norms, strengthening the culture of environmental protection, respecting international laws, and cooperating to solve problems. The content of this program included interest, environmental knowledge and skills, ethical norms, and conscious commitment. The learning-teaching strategies section covered student-centeredness, effective teaching methods, and the role of the teacher. This was followed by how to evaluate, group, resources and facilities, and educational times and places. The validated curriculum provides a practical framework for integrating environmental education, sustainable development, and citizenship education into secondary school curricula.
