The State of Education for Developing the Competencies of Primary School Students

Abstract
The purpose of the current research was to investigate the current state of education in order to institutionalize the competencies of primary school students. For this purpose, the foundation data method and the Strauss and Corbin (2006) approach were used. The statistical population of the research included managers, teachers and other key informants related to the subject area. The research data was collected using semi-structured individual interviews, the statistical sample included 27 managers and teachers who were selected in a targeted theoretical manner. The data were analyzed using a three-step coding method. The findings of the research show that the caricaturization of the competence of the learners of the educational system acts as a central phenomenon and that individual, educational and social contexts have an effect in this sector. Also, the factors affecting the current situation, the centralization of the educational system, the weakness in the implementation of qualitative evaluation, and the self-awareness of the learners were mentioned. The strategies considered by the participants in the research were also mentioned in the three axes of networking in the field of developing competencies, improving the skills and competencies of the factors involved in the institutionalization of competence, paying attention to individual.
